The European Charter for Regional and Minority Languages as a Instrument for Social Cohesion: The Case of Immigration in Catalonia

The lecture will approach the study of how the European Charter of Regional or Minority Languages can become a suitable instrument for social cohesion of newcomers, on the basis of the values of plurality and respect for linguistic diversity in which inspires it. The case study focuses on the Catalan language , following the monitoring and control developed by the Committee of Experts of the Charter , in the Council of Europe, and the recommendations that the Committee has made to the Spanish State in relation to the Catalan language .

With regard to this document we conclude that the Council of Europe demands from the Spanish State an evolution towards juridical models that respect linguistic pluralism. The State should avoid existent Spanish monolingual approach in which great part of its legislation is inspired.
