CONVENTION concerning the organisation of courses of Luxembourgish language in Lorraine
Between:
I) the Ministry of National Education, Vocational Training and Sports of the Grand Duchy of Luxembourg, represented by M. Alexis Werné, director of the Service of Adult Education, on the one side,
and
II) the Union of Luxembourg Towns and Municipalities (SYVICOL), represented by its president, Mr. Jean-Pierre, on the other side.
It has been agreed as follows:
1. SYVICOL, assisted by EuRegio SaarLorLuxRhin asbl [non-profit organisation], the association of municipalities and groups of municipalities of the “Grande Region”, organises courses to learn the Luxembourgish language in the municipalities of the Department of Moselle, namely Audun-le-Tiche, the municipalities group consisting of Evrange-Hagen-Basse Rentgen, Basse-Ham, Florange, Hayange, Hettange-Grande, Sierck-les-Bains, and Volmerange-lès-Mines. The courses shall satisfy those criteria defined by the Ministry of National Education, Vocational Training and Sports of the Grand Duchy of Luxembourg in Article 2 of the Grand-Duchy regulation of March 31, 2000, namely:

The courses shall be of general interest within the so-called domains of general education and social promotion;

The courses shall be open to all adults willing to attend them;

The courses shall be regularly attended by at least 15 students;

The courses shall satisfy the pedagogical quality criteria defined in the annex of the aforementioned Grand-Duchy regulation.
2. The course modalities and the classroom availability shall be determined according to the conventions that are to be established between SYVICOL and those municipalities interested in the project. The concerned municipalities are especially responsible for the course advertising, the recruitment of participants, and the provision of all required teaching material.
3. The wages for the people in charge of the courses is assured by the Ministry of National Education, Vocational Training and Sports, subject to observance of the following terms and conditions:

The present convention applies to courses given between September 1, 2002 and June 30, 2003.

Each municipality may organise a beginner course, an intermediate course, and an advanced course, without its duration exceeding 48 hours per course level. Yet, if the number of students enrolled does not substantiate the organising of a particular course, the municipalities bind themselves to consult each other in order to rearrange the courses.
4. Compensations, the work task, and the status of the people in charge of the courses shall be determined by the Grand-Duchy regulations of February 6 and 9, 2001. The travel expenses from the usual residence or place of stay of the people in charge of the courses to the place where the courses take place shall be paid by the respective Lorraine municipality. The applicable rates shall be those prevailing for Luxembourgish officials. Nevertheless, the applicable rates on the first course’s beginning day shall be valid throughout the school year.
5. The director of the Service of Adult Formation of the Ministry of National Education, Vocational Training and Sports of the Grand-Duchy of Luxembourg shall be in charge of the execution of the present convention. He/she shall be immediately and permanently informed of the schedules, syllabuses, and composition of classes. In concertation with the mayors of the concerned municipalities, he/she shall carry out the general surveillance on the courses and teachers and shall be in charge of the course inspection. He/she may decide to suspend a course, especially if the number of regular participants is not enough to maintain it.
