[ PRESENTACIÓ
Des de la seva primera sessió, el 1986, la CONSEU ha anat analitzant els aspectes comuns que caracteritzen la situació de les Nacions sense Estat dintre d'Europa i cercant les vies de solució a les problemàtiques, també comunes, que tenen plantejades aquestes Nacions dintre del context europeu i, més en general, en el món. Els participants en les quatre sessions que fins ara s'han fet de la CONSEU (1986, 1989, 1998, 2001) sempre ha intentat aprofundir el principi que, per a reformular la qüestió nacional i per a ressituar tots els ciutadans i tots els pobles reals als llocs que els correspon dintre del mosaic que és la societat europea, cal aprofundir el significat dels drets humans. És en el procés d'aprofundiment d'aquests drets que serà possible aproximar posicions i avançar cap a una Europa integradora de les igualtats i diferències i, en conseqüència, no excloent en res.

Dintre d'aquesta línia, un dels resultats més remarcables fins ara de la CONSEU ha estat la confecció d'una "Declaració Universal dels Drets Col·lectius dels Pobles" oferta a la societat i a les seves institucions en tant que complement de la "Declaració Universal dels Drets Humans" (centrada en els drets individuals), pauta per a construcció i vertebració dels sistemes democràtics. Aquesta última iniciativa de la CONSEU ha volgut sintonitzar amb el progrés en la comprensió dels drets humans per part de la societat, més concretament amb el que s'ha anomenat la nova generació dels drets humans en la qual despunta l'aprofundiment de la dimensió col·lectiva d'aquests drets. A la vegada, la Declaració de la CONSEU ha procurat omplir un buit, donat que fins ara cap institució representativa no n'ha presentat cap altra, tot i ser necessària, per exemple, de cara a posar en relleu els valors de referència per construir una Unió Europea més humana, més fidel a ella mateixa, a la seva pròpia identitat. Un eslògan assumit per la CONSEU és una síntesi del que seria una Europa emancipada: sí a l'Europa oberta dels Pobles o les Nacions, no a l'Europa tancada dels Estats.

El treball de la CONSEU consisteix, en definitiva, en elaborar idees i aportar elements de solució a una Europa que té problemes greus per resoldre, sobretot de caràcter més directament humà com és el de pobles o nacions encara marginats i que no poden participar, plenament, com a tals a la construcció del la Unió Europea. La discriminació és sempre humanament negativa i, com podem observar cada dia, causa dels conflictes més greus que posen en perill la pau i la convivència dintre del nostre continent. D'aquí que la CONSEU intenti cercar vies a fi que noves estructures, nous paràmetres polítics, noves institucions, s'adaptin millor a les exigències del drets humans individuals i col·lectius, i en conseqüència, també a les reivindicacions d'aquells pobles a qui no són, amb més o menys gravetat, respectats.

Ja en la IV Assemblea la CONSEU va plantejar la necessitat de treballar per l’Europa dels Pobles enfront de l’Europa dels Estats que continua promovent la proposta de Constitució Europea. L’objectiu principal fou analitzar què podien aportar les Nacions sense Estat a aquesta Constitució partint de les seves respectives experiències i de les seves reivindicacions o aspiracions.

Actualment, el Secretariat de la CONSEU convoca la V Assemblea d'aquesta organització oberta a tots els moviments polítics, socials, culturals de les Nacions sense Estat d'Europa.

Aquesta V Assemblea de la CONSEU es durà a terme a Cagliari (Sardenya) i es celebrarà entre el 26 i el 28 de setembre de 2003.

Creiem que el procés de construcció europea fa que aquesta assemblea tingui un especial interès. Sobretot, tenint en compte que ens trobem en un període tan decisiu, també per les nacions sense estat, en què la nova Constitució europea ha de determinar el nostre futur immediat.

[ PRESENTATION
Ever since its opening session in 1986, the CONSEU has been analysing the common aspects that characterise the situation of stateless nations in Europe, as well as searching ways to solve the common problems that these nations have to face within the European context and, in more general terms, in the world. The participants in the previous four sessions of the CONSEU (1986, 1989, 1998 and 2001) have always tried to get a deep insight of the idea that, in order to reformulate the national issue and to relocate all citizens and all real peoples in their corresponding places within the mosaic of the European society, a deeper meaning of human rights has to be found. Only by having a deeper understanding of these rights will it be possible to bring positions closer and move towards a Europe that integrates equalities and differences, therefore towards a non-exclusionary Europe.

Following this line of thinking, one of the most remarkable results of the CONSEU so far has been the elaboration of the “Universal Declaration of the Collective Rights of Peoples”, presented to society and to its institutions as a complement to the “Universal Declaration of Linguistic Rights” (focused on individual rights), which is a guideline for the construction and the articulation of democratic systems. This latter initiative, launched by the CONSEU, intended to be in tune with the advance of society in its understanding of human rights and, more specifically, with the so-called new generation of human rights, in which a deepening of the collective dimension of such rights stands out. At the same time, CONSEU’s Declaration intends to fill a gap, since up to now no representative institution has presented such a document, despite it being necessary, for instance in order to highlight the values to be taken into account for the construction of a European Union that is more human and more faithful to itself and to its own identity. One of CONSEU’s mottos may synthesize the idea of an emancipated Europe: “yes to the Europe of the Peoples or Nations; no to the Europe of the States.

In short, CONSEU’s work consists in elaborating ideas and furnishing elements for solutions for a Europe with serious problems that need to be solved, especially at a human level, such as that of the still marginalised peoples or nations which cannot fully participate as such in the construction of the European Union. Discrimination is always negative from a human point of view and, as we can see in everyday life, it is also the cause of more serious conflicts, which endanger peace and co-existence within our continent. Thus, the CONSEU intends to find new paths, so that the new structures, the new political parameters and the new institutions can better adapt to the demands of individual and collective human rights, and, consequently, to the claims of those peoples whose rights, to a greater or lesser extent, are not respected.

In its IV Assembly, the CONSEU called for the need to work for the Europe of the Peoples instead of the Europe of the States, as is still being promoted by the draft European Constitution. Its main objective was to analyse how stateless nations could contribute to this Constitution based on their respective experiences and their claims or aspirations.

In the present time, the Secretariat of the CONSEU is summoning all political, social and cultural movements in European stateless nations to take part in its V Assembly.
